The Construction Manager is responsible for the complete administration and organization of construction and field personnel and directs the field effort through the activities of his staff. He reports directly to the Project (Deputy) Director. Specific responsibilities of the Construction Manager include:
1. Assisting the Project (Deputy) Director in developing project strategy, preparing execution plans and identifying project risks
2. Leading the development of the contracting plan and leading the contract enquiry package development and bid reviews.
3. Developing constructability requirements and ensuring that they are included in the project execution plan
4. Assisting in developing the Construction portion of the schedule for the project.
5. Developing of the site resourcing plan and selecting/mobilizing the Construction Management Team.
6. Manage EPCm construction team to Define and establishing the site office and temporary facilities
7. Review and approval EPC construction plan, safety plan, quality plan,
8. Monitor and supervise EPC construction management team construction activity, safety activity, quality activity.
9. Representing EPCm with XIANDA on all construction activities
10. Ensuring good liaison with the technical department and adherence to the requirements of construction procedures
11. Developing a good working relationship with EPCm/EPC and all site contractors
12. Ensuring the provision of first aid emergency assistance and procedures
13. Manage the execution of construction and pre-commissioning schedule within programmer
14. Improving working methods and quality within the construction group
15. Managing interfaces on site including between Contractors, and between Construction and Operations.
16. Testing and Completion of construction.
17. Review and takeover of the works from EPCm handover
18. Handover to Operations.
19. Confirm commercial closeout of contracts.

Job requirements：
1. Bachelor degree or above，civil engineering or related major
2. 35 years old above, Male is preferred
3. 10+ years working experience as Construction manager, relevant experience with foreign Engineering Company or design institute is preferable
4. Independent, responsible , initiative , able to work under pressure, work on site as per requirement of the project
5. Fluent English is preferable

“天津南港工業(yè)區(qū)海水淡化及綜合利用一體化工程”項(xiàng)目介紹
天津南港工業(yè)區(qū)海水淡化及綜合利用一體化工程，是在解決天津南港工業(yè)區(qū)生產(chǎn)用水需要的同時(shí)，保護(hù)渤海灣海域環(huán)境、利用濃鹽水資源生產(chǎn)鹽化工產(chǎn)品，建設(shè)節(jié)能、環(huán)保、循環(huán)經(jīng)濟(jì)的背景下提出的。該項(xiàng)目是全球海水利用的典范和開(kāi)創(chuàng)性的項(xiàng)目，建成后將成為中國(guó)最大的海水淡化項(xiàng)目。此項(xiàng)目已被列為2013年天津市第十批20項(xiàng)重大工業(yè)項(xiàng)目之一和《天津海洋經(jīng)濟(jì)科學(xué)發(fā)展示范區(qū)規(guī)劃》中的110個(gè)建設(shè)項(xiàng)目之一。
本工程系指包括海水凈化、海水淡化、濃海水濃縮生產(chǎn)超純水、蒸發(fā)制鹽及生產(chǎn)鹽化工等五個(gè)子項(xiàng)目組成的一體化系統(tǒng)工程。
本工程第一期規(guī)模為：凈化水100萬(wàn)噸/天，淡化水13.5萬(wàn)噸/天，超純水12萬(wàn)噸/天，精制鹽240萬(wàn)噸/年，化工產(chǎn)品約100萬(wàn)噸/年。工程占地面積約500畝。
項(xiàng)目主要突出點(diǎn)包括：
?海水資源得到充分全部利用，并達(dá)到零排放，對(duì)環(huán)境無(wú)污染；
?能源的綜合利用，在供應(yīng)凈化水的同時(shí)，也同步回收了循環(huán)水用戶的余熱；
?海水反滲透回收率可達(dá)到65%，而一般海水反滲透回收率只有40-45%，由此降低了海水淡化噸水電耗。
?利用濃海水機(jī)械壓縮和防垢除鈣技術(shù)，成功地將濃海水從9°Bé濃縮至25°Bé，由此使得后續(xù)制鹽和提取化工元素得以實(shí)施。
